There are three stages to this process
Appeals must be done in writing to Parking Ticketing Ltd including a contact address no later than 14 days after the issue of the PCN by:

Once the appeal is received by Parking Ticketing Ltd they will freeze the fee at the reduced rate i.e., £60 which you will not have to pay at this stage.
Parking Ticketing Ltd’s decision will be sent to the vehicle owner. If the appeal is not upheld, Controlled Parking Management Ltd will send the vehicle owner a form to appeal to the independent appeals organisation called ‘Parking on Private Land Appeals (POPLA)’, PO Box 70748, London, EC1P 1SN. www.popla.org.uk.
If the vehicle owner chooses to appeal to POPLA this must be done within 28 days of receiving the rejection letter from Controlled Parking Management Ltd.
NB At this stage the fee will be payable at the higher rate of £100.
Should POPLA decide to uphold the appeal the vehicle owner will not have to pay the fee. However, if POPLA decides against the appeal the vehicle owner will have to pay the full cost of the PCN at the higher rate of £100.
Where the vehicle owner was still not happy with the decision made by POPLA they would then need to take legal action. Contact the CAB on 08454 04 05 06 Mon – Fri 9am – 5pm.
NB you must have received a final decision from Controlled Parking Management Ltd and POPLA before taking legal action.
